Jim Starr, a disabled man from Britain, was asked by the Driver and Vehicle Licensing Agency that he could do longer continue enjoying the benefits of his specially-designed ‘wheel chair’ since instead of wheels, it had caterpillar treads. The length and width too could only be technically classified in the same class as a tank.
The reason Jim needed his small tank was because it was capable of enabling him do things a normal wheel chair would not. Take, for instance, his ‘tank’, would allow him to ride it through sand, snow or even into his local beach’s surf. He was quoted as saying: ‘The whole idea of the chair was that I could go down to the beach with the kinds.’
There is no other reason he was denied its use since after all, it does extend his mobility and cannot be used as dangerous weaponry. The authorities proceeded to inspect the wheelchair further, and granted him permission to use it only on private land. Only that getting to land considered private requires one to go through public land.
